The listing across the street just expired. Can I call the owner?

Ethics first: the bar on soliciting applies while the listing is exclusively with another broker, so once it has expired and is not relisted, you may reach out NAR CoE SoP 16-4. Federal law adds a gate: check the owner’s number against the national do-not-call registry before you dial 16 CFR 310.4(b)(1)(iii)(B).
